But there are two specific pieces of the process that still require you to physically show up somewhere or complete something outside the portal -- and those two are exactly where new applicants get stuck. The bulk of your application -- ownership and business information, your personal history questionnaire, entity documentation, location details -- is completed digitally through the DMV's Occupational Licensing online portal. You'll need your pre-licensing education completion certificate ready to reference, your entity formation documents on hand, and accurate business address information that matches your lease, bond, and insurance exactly.
This is the one every applicant has to physically complete. DMV cannot legally approve any dealer license without verified Department of Justice fingerprint clearance -- it's how the state confirms your identity and eligibility to handle vehicle transactions and consumer funds.

This form legally appoints the DMV Director as your agent for service of process -- meaning official legal documents can be served on your behalf through the DMV if you're ever unavailable. Your license cannot be issued without it. Like the Live Scan requirement, this is required for each person listed under ownership on your application.
One thing that's changed: DMV no longer requires a separate signed zoning letter as part of your application. Instead, your city or county's business-license department verifies zoning as part of your local business-license application -- which means you're still responsible for confirming zoning before you sign a lease, it's just handled through a different office now.
If your application is complete and error-free, expect roughly 6-10 weeks from start to approval. Discrepancies between your application answers and your Live Scan/DOJ results are one of the most common causes of delay -- answer ownership and history questions honestly and completely the first time.
