The smog abatement fee is a $20 charge DMV adds to the registration of newer vehicles that are exempt from the biennial smog check, which generally means vehicles eight model years old or newer. You pay it instead of getting a smog inspection during those years. It's set by Health and Safety Code §44060 and funds the state's air quality programs. It isn't a penalty, and it doesn't mean your car failed anything.

Abatement fee vs smog transfer fee
- Abatement fee: an annual registration charge on newer cars that aren't due for biennial smog checks yet.
- Transfer fee: a one-time charge when a car four model years old or newer changes owners, in place of a smog check on transfer.
- A recently sold 3-year-old car may show both on the buyer's paperwork.
What it means for dealers
These fees are DMV fees you collect and pass through. CDTFA treats DMV license fees collected and paid to DMV as nontaxable; amounts above what DMV requires are taxable. Include them correctly in your out-the-door quote. See What taxes and fees do you pay on a used car?

Your vehicle is new enough to be exempt from the biennial smog check, and the fee is charged instead.
